Wetland Mitigation Bank Credit Update
On May 8, 2026, Colbert Cameron Mitigation Bank converted the assessment method from RATIO Credits to UMAM Credits.
This wetland mitigation bank in Volusia County services St. Johns River Basin (Basin 18), Econlockhatchee Nested Basin (Basin 19), Lake Jesup Basin (Basin 23), and the Northern Third of the Southern St. Johns River Basin (Basin 20).
This update for the Colbert Cameron Mitigation Bank, which was permitted in 1996, prior to UMAM (2005), has been grandfathered in to have RATIO Credits available. However, to better assist future applicants, they have been able to modify their permit with SJRWMD to have UMAM State Credits available. The 200+ available federal credits have remained unchanged with M-WRAP Credits.
The state mitigation credit ledger was reassessed by SJRWMD using UMAM to convert the bank from General Wetland ratio-credits to forested freshwater and herbaceous freshwater UMAM credits. The UMAM Assessment Areas were developed using the habitat descriptions and acreages established by the 1996 permit, following a multiplier to convert from RATIO to UMAM of 0.68823.
Colbert Cameron Mitigation Bank, which is 2,600 acres, has reached full success criteria for the hydrological enhancement to restore the natural hydrology and therefore, has all the wetland mitigation credits to be released for this wetland mitigation bank.
