How to Submit a New ERP Application Through SWFWMD’s e-Permitting System

On July 7, 2026, the Southwest Florida Water Management District (SWFWMD) launched Appian, a new e-permitting system that replaces the water management information system (WMIS) for new Environmental Resource Permit (ERP) applications. Any application already in progress in WMIS will continue to be reviewed there. Every new ERP application now moves through Appian.

Here is what changed and how to submit a new application under the updated system.

What Changed

The District rebuilt the ERP application process around several improvements:

  • Application steps reduced from 27 down to 7
  • Multiple documents can be uploaded at once instead of one at a time
  • Mobile access through the Appian app on phone or tablet
  • Online pre-application scheduling, replacing the old request form
  • Support for browsers beyond Google Chrome, including Firefox
  • Payments now process in exact dollars and cents

Before You Apply

A new Appian account is required for any new ERP application, separate from an existing WMIS login. WMIS credentials still work for permits already active in that system, but they will not carry over into Appian.

To register, select Create a New User Account on the login screen and review the electronic user agreement. Usernames must be at least 12 characters and include one uppercase letter, one lowercase letter, one number and an underscore. A temporary password will arrive by email and can be replaced with a permanent one on first login.

Submitting a New ERP Application

Once registered and signed in, a new application follows these steps:

  1. Select Apply for a Permit or Request an Exemption
  2. Select Environmental Resource Permit
  3. Select Apply for New Permit or Request an Exemption
  4. Enter the project name and confirm contact information, adding additional contacts if needed
  5. Enter location information by uploading a CAD file or drawing the project polygon directly on the map
  6. Select the application type and enter the project description
  7. Upload supporting documents
  8. Review and agree to the submitter agreement
  9. Review the fee schedule and choose to pay now or pay later
  10. Submit the application

After submission, the confirmation page allows applicants to download a copy of the application, generate a manifest document, email confirmation to additional recipients and complete a brief survey.

Appian also allows scheduling a pre-application meeting online before filing. Meeting notes and any project mapping completed during that meeting carry over directly into the application, so applicants do not need to re-enter the same information twice.
